A foundation inspection is not a sales pitch. It is a diagnostic process. But too many homeowners never see the diagnostic part—they only see the contract that follows.
That is by design.
The line between a legitimate foundation evaluation and a sales presentation is blurry, and the companies that use fear as their primary tool count on that blurriness. They want you to believe that the walk-through they did with a flashlight and a clipboard was an "inspection." It was not.
Here is what I have learned after reviewing dozens of foundation reports: a real foundation inspection produces a document you can read, verify, and share with a second opinion. It does not produce a sales contract on the same day.
In this article, I am going to walk you through what a legitimate foundation inspection should include—before anyone starts talking about piers, push piles, or price.

First, Who Should Perform the Inspection?
The person inspecting your foundation should be a licensed structural engineer (P.E.) or a geotechnical engineer. Not a sales representative. Not a "foundation specialist" employed by a repair company.
Why does this matter? Because an engineer has a professional license and liability insurance that depends on the accuracy of their diagnosis. A sales representative has a commission structure that depends on the size of the repair.
Here is a simple test: ask the person who inspects your home for their professional license number. A legitimate engineer will provide it without hesitation. A salesperson will deflect or say "we work with engineers" (which is not the same thing).
If the inspection is free, the inspector is not an engineer. Engineers charge for their time. That fee—typically $400 to $800—is not an expense. It is an investment in an independent, verifiable diagnosis.
What a Real Foundation Inspection Document Should Contain
When you receive a written report from an engineer, it should be a multi-page document that includes specific measurements, photographs, and conclusions. If the report is a single page with a recommendation to "install piers," you have not received an inspection. You have received a sales brochure.
Here are the nine components I look for in every legitimate foundation inspection report:
1. A Site Visit Description
The report should describe:
The date and time of the visit
The weather conditions (wet soil behaves differently than dry soil)
The areas of the home that were examined
The areas that were not examined (and why)
If the report does not state that the inspector entered the crawlspace or basement and walked the entire perimeter, the inspection was incomplete. A foundation inspection that only looks at interior drywall cracks is not a foundation inspection.

2. Elevation Measurements (A Floor-Level Survey)
This is the most important technical part of the report—and the most commonly omitted in sales-based "inspections."
A structural engineer will use a digital level or a water level to measure the elevation of your slab or basement floor at multiple points. The report should include a floor-elevation map or a table showing measurements in inches of deflection.
What you are looking for:
Total deflection (the highest point minus the lowest point)
Differential movement (how much one part of the slab has moved relative to another)
Why this matters: If the total deflection is less than 1 inch and there are no active cracks, most engineers will recommend monitoring, not repair. If a salesperson recommends piers without taking these measurements, they are guessing. And you should not pay $20,000 for a guess.
3. Crack Measurements

Every crack in the foundation walls, basement floor, and exterior masonry should be:
Photographed with a scale (a ruler or tape measure visible in the photo)
Measured for width (in inches or millimeters)
Described (vertical, horizontal, stair-step, or diagonal)
Evaluated for activity (is it getting wider?)
A crack that is less than 1/4 inch wide and has not changed in several years is almost always stable. A crack that is growing requires monitoring—but does not automatically require piers.
If the report only says "cracks present" without measurements and monitoring recommendations, it is an incomplete report.
4. Horizontal and Vertical Alignment Measurements
A foundation wall that is bowing inward is a different problem than a foundation wall that is settling downward. The report should measure:
Verticality (is the wall plumb, or is it leaning?)
Horizontal movement (is the wall pushing inward?)
These measurements are taken with a plumb bob or a laser level at multiple points along the wall. If the report does not include these numbers, the inspector did not check for one of the most serious foundation problems—lateral pressure from soil.
5. Soil and Drainage Assessment
A foundation does not move without a reason. That reason is almost always water. The report should describe:
The soil type (clay, sand, loam, or fill) and its moisture condition
The grading around the foundation (does the soil slope away from the house?)
The gutters and downspouts (are they directing water away?)
Evidence of standing water, wet spots, or efflorescence (white mineral deposits) on the foundation walls
If the report does not mention water or drainage, it is incomplete. You cannot diagnose a foundation problem without looking at the water that causes it.
6. Evidence of Previous Repairs
If your home has had foundation work before, the report should:
Identify the previous repairs (crack injection, underpinning, etc.)
Evaluate whether they are performing as intended
Recommend whether additional work is needed
Some salespeople will recommend new piers on top of old piers. A good engineer will tell you whether the existing repair is adequate and whether you are being sold work you do not need.
7. A Written Conclusion with Multiple Options
This is where legitimate engineering reports differ most from sales-based reports. A sales-based report has one conclusion: "Buy our repair." An engineering report should present:
Option A: Monitor. If the movement is minor and stable, the recommendation may be to do nothing except maintain drainage and monitor cracks annually.
Option B: Stabilize. If the movement is moderate but not accelerating, the recommendation may be to address drainage and soil moisture first.
Option C: Repair. If the movement is active and significant, the recommendation will describe the specific repair method, the expected outcome, and the engineering rationale.
If the only option presented is "repair," you have not received an engineering opinion. You have received a sales pitch with a stamp.
8. Reference to Applicable Building Codes
A proper engineering report should reference the International Residential Code (IRC) or the local building code that applies to your home. This is not technical showmanship—it is accountability. It means the engineer is basing their opinion on a standard that can be verified and enforced by your local building department.
If the report does not reference any code or standard, it is operating in a vacuum. And a vacuum is where vague conclusions thrive.
9. A License Number and Seal
Finally, the report should include the engineer's:
Full name
Professional license number
State where licensed
Official seal or signature
Without these, the report is not a legal document. It is a letter from a stranger. And a letter from a stranger is not something you should use to authorize a $25,000 repair.
What a Real Inspection Report Does NOT Include
Just as important as what a report should include is what it should not include.
A legitimate inspection report does not:
Provide a price for repair work
Name a specific foundation contractor
Include a contract to sign on the same day
Use emotional language ("dangerous," "emergency," "catastrophic")
Pressure you to act within a specific time frame
If the report contains any of these, you are not holding an engineering diagnosis. You are holding a marketing document disguised as one.
The Second-Opinion Rule
Here is a rule I have used with every homeowner who has asked me to review their foundation proposal:
Always get a second opinion—from a different engineer who does not perform repairs.
You do not need to tell the second engineer what the first one said. You just ask for an independent assessment. If the second engineer confirms the first, you have a reliable diagnosis. If they disagree, you have a reason to pause and ask more questions.
I have seen cases where one engineer recommended $30,000 in piers, and a second engineer—looking at the same cracks and the same measurements—recommended $3,000 in drainage work and a five-year monitoring period. The first engineer was not wrong. They were just recommending the most expensive solution to a problem that had a much simpler fix.
My Rule for Older Homeowners
When someone tells you your foundation is failing, remember this:
A diagnosis without measurements is an opinion. And an opinion is not a reason to spend $25,000.
Demand the measurements. Demand the written report from a licensed engineer. Demand a second opinion. And do not sign anything until you have read every line of the inspection report and understand what it actually says.
Your foundation has been holding up your home for decades. It can wait a few more weeks for you to get the information you need to make a safe, informed decision.
